Building a Strategic Partnership

Daniel Owen approached a local authority based on the borders of London and Essex after their existing Vendor Managed Service provider struggled to deliver the specific skill sets and high volume of workers required. Understanding the need for a tailored approach, the client partnered with Daniel Owen under separate commercial terms to supply permanent, fixed-term, and temporary-to-permanent candidates.

The Challenge

The client was undergoing a major operational shift, which required a complete workforce restructuring alongside their existing council framework as a separate area of the business.

This partnership involved consulting on department structures, identifying requirements and recruiting the appropriate skill sets across repairs & maintenance, voids, planned works, disrepair, electrical, gas, damp & mould, and fire safety, as well as cleaning, catering, estates, and facilities management.

The challenge was extremely complex; they needed an agency capable of sourcing a high volume of compliant, skilled personnel whilst head-hunting experienced Directors and Management to implement the local authority's vision, and reviewing their structures/pay scales against the local authority's structure.

What Changed

From day one, Daniel Owen implemented a tailored, consultative approach. Working closely with HR, talent, and procurement teams, we embedded ourselves into the client’s processes to fully understand their needs and long-term objectives.

This approach then led to:

  • High-volume recruitment delivered across multiple departments
  • Successful placement of senior leadership including Directors and Heads of Service
  • Consistent supply of compliant, skilled candidates across all operational areas
  • Improved alignment between workforce structure and organisational goals

The Daniel Owen Difference

The Result

The long-term impact of this partnership became embedded within the organisation’s operations:

  • A fully restructured and scalable workforce
  • Improved quality and consistency of hires across all levels
  • Strong alignment between recruitment strategy and organisational vision
  • Streamlined hiring processes with full compliance assurance

Beyond Recruitment

The Partnership Continues

  • Ongoing collaboration with HR, talent, and procurement teams
  • Quarterly performance reviews tracking time-to-fill, quality-of-hire, and diversity metrics
  • Continuous improvement through feedback and workforce planning
  • Integration of social value and community support initiatives

This partnership goes beyond recruitment. Daniel Owen continues to support the client with proactive workforce planning, rapid response to hiring needs, and a commitment to delivering long-term value aligned with the local authority’s goals.
